The surviving victim was chased on foot by the shooter, Superintendent Sergi says.
He refused to speculate over the range in which the victim was shot.
The police have thanked the medical students who helped the surviving victim, and the local doctor who assisted paramedics with the deceased.
"I want to commend them for their quick actions," Superintendent Sergi says.
"[Police] gladly took any help they could take."
Police say they hope to piece together footage from the pub and the surrounds.
Superintendent Sergi says police are unsure which way the assailants escaped, but know it was in a dark vehicle.
Superintendent Sergi remains sure that the attack was targeted.
When asked if the perpetrators knew the victims were watching the UFC at the pub, he says the public can draw their own conclusions.
Police say the area in which the shooting took place was highly populated.
One bullet narrowly missed a female pub worker, who says the bullet had "whizzed" past her.
At this stage, only one shooter has been confirmed, but Superintendent Sergi wouldn't discount a second shooter involved.
The 39-year-old man who died has not been publicly identified.
Superintendent Sergi says the shots were fired at the deceased at a relatively close range.
Police are calling for dash cam footage from around the Forest Lodge area on Sunday night, about 6:40pm.
